as you know, RTU license is not need specific files to active device's features.
It has similar stance C3850's WLC AP licenses.
Just apply the license quantity that you need.
Let's follow this instructions.
1. Management > Software Activation > Licenses
at Adder License, input the license quantity that you need. and accept it.
2. the licenses is added on your CT5520. but this license is Not-In-use status.
3. Now, you should eliminate the evaluation license.
click the evaluation license, select De-Activate, and set Set Status button.
4. Now you can see license usage status at License Usage menu.

in my experience, any license doesn't effect AP's activation directly. but, you need to buy license as much as AP's quantity. Cisco usually sell bundle or single license. if you could get promotion discount, buy the 50-bundle license(lic-ct5520-50A), else buy single license(lic-ct5520-1A) 50ea. and double check for your vender this deal. good luck!
